The announcement came during a working visit to Colon province on Friday, May 15, 2026.

Presidential Minister Juan Carlos Orillac made the statements during a tour of the Sabanita II and Sabanita I plants. Work at Sabanita II has been reactivated after years of paralysis. The Sabanita I facility is also undergoing rehabilitation and improvement. Crews have improved dams and replaced motors. New systems now provide redundancy and telemetry capabilities.

These modern systems allow for better analysis capacity. Officials can now identify when repairs or maintenance are needed more quickly. The technology represents a significant upgrade from previous infrastructure.

Orillac did not hide the fact that much work remains. He stated this government will not stop working to deliver better water service. The minister also addressed the challenge of unplanned settlements in the country.

“In areas that are invasions, people improvise with connections,” Orillac explained. “People move in first, and then we have to figure out how to provide basic services.” [Translated from Spanish]

The government’s focus on Panama water supply infrastructure has become a central policy pillar. Work at Sabanita II had been stalled for years before this administration intervened. The reactivation marks a turning point for local residents who have suffered from inconsistent supply.

Sabanita I is also receiving comprehensive upgrades. These improvements will boost overall treatment capacity for the region. Local officials have praised the renewed focus on the province’s water needs.

The simultaneous work at 21 plants represents an unprecedented scale of intervention. Previous administrations tackled water issues piecemeal. This government has chosen a coordinated national approach instead.

More than 600 individual repairs have been completed across the system. These range from minor valve replacements to major pipeline rehabilitation. The cumulative effect has started to show in improved service reliability.

Orillac stressed that water remains a top priority for the Mulino administration. The president has personally pushed for accelerated timelines on all water projects. Cabinet ministers have been directed to remove bureaucratic obstacles quickly.

The government expects the 21-plant intervention to resolve a significant portion of national water problems. Officials have not specified an exact percentage target. But they have promised measurable results before the end of the current term.

Critics have pointed to decades of underinvestment in the water sector. The current government acknowledges this history. Officials say they are making up for lost time with aggressive action now.

Some water treatment plants had fallen into severe disrepair before this initiative. The Sabanita facilities were among the most critical cases. Their reactivation sends a strong signal about the government’s commitment.

Residents in Colon have already noticed improvements. Water pressure has stabilized in several neighborhoods. The frequency of service interruptions has decreased noticeably.

Orillac promised continued investment and attention. “We still have work to do,” he said. “But we will not stop until Panamanians have the water service they deserve.” [Translated from Spanish]

The government of Panama has launched a massive push to improve drinking water production and supply.
