They say the Ministry of Public Works would violate its own contract if it tears down the 1915 structure. The dispute centers on the massive <a href=\"https:\/\/expat-times.com\/panama\/investments\/panama-fourth-bridge-reaches-37-percent-after-22-months-of-work\/\" rel=\"internal\">Fourth Bridge<\/a> project in Panama City.<\/p>\n<p>The group submitted its formal request on Monday. They warned that demolition would breach mandatory technical requirements and environmental commitments. Those conditions were written directly into the project&#8217;s bidding documents.<\/p>\n<p>Public Works Minister Jos\u00e9 Luis Andrade has stated publicly that the station&#8217;s location conflicts with the planned road interchange. The building sits right where the new eastern connector must go. Project director Manuel Alvarado explained that preserving the station would force major redesigns of the East Interchange. That means higher costs and schedule delays.<\/p>\n<p>&#8220;The structure would end up isolated inside a high-speed roadway,&#8221; Alvarado said. &#8220;The eastern viaduct of the Fourth Bridge overlaps directly with the station&#8217;s footprint. They insist the contract itself mandates protection for the old station. The bidding documents specifically list the building as a &#8220;Mandatory Minimum Technical Requirement.&#8221; It is classified as a <a href=\"https:\/\/en.wikipedia.org\/wiki\/Special_Protection_Group\" target=\"_blank\" rel=\"noopener noreferrer\">special protection building<\/a>. The station is not just mentioned in the project. It was actually designed to be a central feature of the urban plan.<\/p>\n<p>Annex U, section 4.1 of the contract signed by the consortium states that the old station must be integrated into a space dedicated to railway memory. Documents published on Panama Compra describe the structure as a specially protected element. A park was supposed to be built around it. That park would connect a railway museum with the reverted areas linked to the Panama Canal.<\/p>\n<p>That urban design approach aims to blend historical heritage with new public spaces. Those spaces are intended for citizens to use and enjoy.<\/p>\n<p>The group has demanded full disclosure of all technical project information. They also want independent specialists in heritage, urban planning and engineering to evaluate conservation alternatives.
