That tunnel, like the trains that race through it, is showing its age. Now the Metro de Panama is preparing its most ambitious maintenance push yet, with $150 million in planned investments to keep both lines running safely and efficiently.

The numbers tell a stark story. Line 1 trains have logged roughly 1.3 million kilometers since operations began in 2014. That is the equivalent of circling the Earth more than 32 times. Line 2, though younger at seven years old, carries its own maintenance demands after connecting San Miguelito to Nuevo Tocumen across 21 kilometers of track.

Luis Carlos Diaz, the director of Operations and Maintenance for Metro de Panama, told reporters that two major contracts are already posted on the Panama Compra procurement portal. Both must be awarded before the end of the year. A third solicitation will follow soon after.

“Maintenance must be performed in a timely manner to guarantee not only the quality of service but also the safety of all our users,” Diaz said. These are the workhorses of both lines, and they need what rail operators call an overhaul. That means a deep, systematic rebuild.

According to contract documents reviewed by officials, the scope is massive. More than 600 individual maintenance interventions will take place. Workers will inspect, repair, or replace traction motors, brakes, electrical systems, bogies, doors, and safety mechanisms. The trains will also get fresh paint and cosmetic refurbishment.

But the overhaul is not just about fixing what is broken. The project includes modernizing the Heavy Maintenance Workshop, where four new high-tech areas will be built. Diaz explained that this is about building local capacity. Panama wants to reduce its reliance on foreign service providers for complex train repairs.

The winning contractor must supply specialized labor, spare parts, tools, and equipment. Metro de Panama will supervise everything to ensure safety and quality standards are met. This is not a quick job. The fleet has been running for more than 13 years, and some components have never been replaced at this depth.

metro panama

Keeping the Signals Green

A second contract, valued at $30 million, focuses on Line 2’s critical systems. This includes the Communications-Based Train Control (CBTC) system, which is the digital brain that keeps trains safely spaced and on schedule. The contract also covers power systems, traction substations, auxiliary substations, and the catenary wires that deliver electricity to moving trains.

Line 2 opened in April 2019, and its extension to Tocumen International Airport followed in 2023. That extension added 2.2 kilometers of track connecting the Corredor Sur station directly to the airport terminal. The line has already received one preventive maintenance contract earlier this year. In March, the executive branch approved a $4.3 million deal with Alstom Panama for six months of work running from January through June, plus two months for closeout procedures.

This new $30 million contract is far more comprehensive. It covers the full range of signaling, power, and train maintenance for the entire line. Without these systems functioning properly, the metro simply cannot operate safely.

The Tunnel That Time Is Testing

The third piece of the puzzle is perhaps the most complex. A $30 million project will rehabilitate the Line 1 tunnel, which was built between 13 and 15 years ago. Diaz described the work as comparable to repaving a road that has been worn down by constant traffic.

Schematic Map of the Panama Metro Network from the Iglesia del Carmen station on Line 1 By José Chuito – Own work, CC0, https://commons.wikimedia.org/w/index.php?curid=160118341

“Just as the constant passage of vehicles forces repairs to the road surface of a highway, in the Metro it is also necessary to intervene in the concrete structure that supports the railway,” he explained. [Translated from Spanish]

The concrete structures beneath the rails need replacement. Drainage and water channeling systems require upgrades. Other interventions will preserve the tunnel’s long-term stability. But here is the challenge: the work can only happen during a roughly three-hour maintenance window each night. That means the entire project will stretch across approximately five years.

Line 1 opened on April 5, 2014, and has run continuously ever since. It was the first metro line in Central America, a source of national pride. But continuous operation comes at a cost. Tunnels, like bridges and roads, require periodic intervention that grows more extensive with each passing year.

This tunnel rehabilitation is separate from the Metro de Panama Line 2 tunnel rehabilitation work that has drawn attention in engineering circles. Each line presents unique geological and structural challenges that demand specialized approaches.

Why Preventive Maintenance Matters

Diaz emphasized that these investments are part of a preventive maintenance program. The goal is to intervene before equipment reaches the end of its useful life. That philosophy stands in contrast to reactive maintenance, where operators wait for something to break before fixing it.

Preventive maintenance is cheaper in the long run. It reduces service disruptions and extends the lifespan of expensive assets. For a metro system that carries hundreds of thousands of passengers daily, even a single day of reduced service creates ripple effects across the entire city.

Panama City has grown explosively since Line 1 opened. The metro system has become essential infrastructure, not a luxury. Commuters depend on it to reach jobs, schools, and medical appointments. Businesses rely on it to move workers through a city notorious for traffic congestion.

The $150 million investment represents a significant commitment. But it is also a recognition that the system is entering a new phase of its life. The novelty has worn off. Now comes the hard work of keeping a complex machine running smoothly for decades to come.

Diaz confirmed that additional tenders will be published next year. The maintenance program is not a one-time event but an ongoing obligation. The Tocumen International Airport extension, which opened in 2023, already requires its own maintenance schedule. As the network grows, so do the demands on maintenance crews and budgets.

For passengers, the most visible sign of this work will be trains that continue to run reliably. The least visible parts of the work, the tunnel repairs and signal upgrades, are the ones that matter most for safety. A metro system is a machine with thousands of moving parts, some of them buried underground where nobody sees them.

The $150 million plan is a bet on the future. It says that Panama City’s metro is not just a construction project to be celebrated and forgotten. It is a living system that demands constant care. The officials running it seem to understand that the most important work happens not on opening day but in the quiet hours of the night, when the trains stop running and the maintenance crews take over.

Deep beneath Panama City, a 13-year-old tunnel carries thousands of passengers daily along Line 1 of the Panama City metro system.
