A Two-Pronged Plan to Unlock Bilateral Trade<\/h2>\n\n\n\n

Costa Rican Foreign Trade Minister Indiana Trejos dispatched the proposal directly to Panama\u2019s Minister of Commerce and Industries, Julio Molt\u00f3. Her letter, later summarized in an official statement, sketches a path that addresses both sanitary import concerns and the stalled World Trade Organization appeal without either government having to admit defeat. The first element is a memorandum of understanding. Under it, Costa Rica would commit to processing Panama\u2019s future export requests for products of interest, with an international organization monitoring the process to guarantee transparency and rebuild trust between the two regulatory agencies.<\/p>\n\n\n\n
