How the digital environmental platform works<\/h2>\n\n\n\n

For studies submitted on or after October 1, 2025, the ministry routes applications through e-SEVIA, an online evaluation system covering categories I, II and III projects. This digital environmental platform handles digital submission, reception and registration, while also checking minimum content requirements before a file can move forward. Once an assessment is approved under e-SEVIA, its documentation becomes available for public consultation.<\/p>\n\n\n\n

That visibility extends to tracking. Residents and developers can follow a project’s progress through evaluation stages, which ministry officials say improves traceability and reduces opportunities for information to disappear. The older PREFASIA repository serves a parallel role, holding digital records for environmental impact studies resolved between 2016 and October 1, 2025. Together, the two systems create a continuous online record for nearly a decade of environmental decisions.<\/p>\n\n\n\n

Before 2016, Panama’s environmental impact assessments lived mostly in physical folders. More than 11,000 files are stored at the ministry’s central headquarters and regional offices, and officials are now sorting and scanning those records for online publication. The target date is July 1, 2027, when every environmental study ever submitted to the ministry should be retrievable through a public-facing interface.<\/p>\n\n\n\n

This archival effort fills a major gap, because projects approved before 2016 often operated under older rules and attracted little routine public attention. The ministry<\/a> said people can still request records in person at offices nationwide while digitization advances. The 717 studies approved in 2025 carry an estimated B\/.5,422 million in investment and a projected 32,248 jobs once projects are built. During the first six months of this year, the ministry processed and resolved 377 additional studies, approving 304 of them. Those new approvals account for more than B\/.1,418 million in associated investment and an estimated 13,103 construction-phase jobs.<\/p>\n\n\n\n

These figures underscore why access to environmental data matters for communities, contractors and local suppliers. A project permitted through the digital environmental platform can shape local infrastructure, housing, energy or tourism for years, and workers and residents often want to know what’s been approved nearby.
