The funding, authorized through two resolutions, targets families using under 300 kilowatt hours each month and prevents distributors from passing discount costs back onto those customers. The decision represents one of the largest social protection measures in the country’s energy sector.<\/p>\n\n\n\n

How Panama Electricity Tariffs Shield Vulnerable Consumers<\/h2>\n\n\n\n

The stabilization framework depends on two separate funds with distinct purposes. The Fondo de Estabilizaci\u00f3n Tarifaria, known as FET, received B\/.43,841,643.82 to cover most of the national territory. This pot compensates EDEMET, ENSA, and EDECHI for discounts already reflected on customer bills. Those three distributors handle the vast majority of residential accounts across Panama.<\/p>\n\n\n\n

Without state backfilling, utilities would have little choice but to shift those subsidy expenses onto monthly charges.<\/p>\n\n\n\n

The 300 kilowatt hour threshold was designed to capture the typical consumption of lower and middle income households while excluding high-use commercial and industrial clients. It ensures public money flows toward people who genuinely need relief rather than subsidizing luxury consumption patterns. That eligibility line has remained consistent across multiple administrations.<\/p>\n\n\n\n

Western Provinces Receive Specialized Tariff Support<\/h2>\n\n\n\n

The FTO serves a narrower geographic footprint with about 183,000 clients spread across Chiriqu\u00ed and Bocas del Toro. According to government figures, those beneficiaries make up roughly<\/a> 99 percent of residents in those provinces.
