Even before Panama’s Cabinet Council declared a national state of emergency over El Ni\u00f1o<\/a> on August 25, work crews had mobilized on the banks of a Pacific coast river. The Chame dike construction effort, launched August 24 by the Instituto de Acueductos y Alcantarillados (Idaan), targets the raw water intake that feeds a treatment plant responsible for five beach communities in Panama Oeste province. The plant in Chame can produce 5.5 million gallons of drinking water<\/a> each day, a volume that normally meets demand for the corridor stretching from Chame through Bejuco, Gorgona, Coronado, and Punta Barco. But falling river levels are already narrowing the margin for capture, and officials have moved to retain water at the intake point before the situation deteriorates further. The construction pushed forward as the river’s flow has diminished under extended dry conditions. By retaining water at the capture point, Idaan aims to keep production steady even as the surrounding watershed loses volume. The agency confirmed that the work focuses exclusively on safeguarding raw water availability, not expanding treatment capacity. Engineers designed the barrier to hold enough water for the intake to keep operating through periods when the river would otherwise drop too low.<\/p>\n\n\n\n

Coastal Communities Face Mounting Dry Season Pressure<\/h2>\n\n\n\n

About 18,500 permanent residents rely on the Chame system during ordinary weeks. That figure tells only part of the story. On weekends, holidays, and especially during the summer high season, the population along this beach strip can double or triple, with more than 45,000 additional people arriving as tourists, beach house owners, and visitors. That seasonal surge puts enormous strain on infrastructure built primarily for a much smaller base population.<\/p>\n\n\n\n

The hardest test will come between December and April, when rainfall typically drops to its lowest levels and opportunities to replenish stored water become rare. For a region heavily dependent on tourism, the stakes extend beyond daily household use. Water scarcity in those months could squeeze hotels, restaurants, and vacation properties at the exact moment demand peaks. And the pressure won’t be limited to beach communities; the dry spell is expected to affect the Panama Canal, broader water supply systems, and other economic activities that depend on reliable rainfall.<\/p>\n\n\n\n

El Ni\u00f1o Forecast and National Emergency Response<\/h2>\n\n\n\n

The Institute of Meteorology and Hydrology of Panama (Imhpa)<\/a> has warned that El Ni\u00f1o will intensify significantly, producing rainfall deficits in October, November, and December of 2026, followed by more shortages in January, February, and March of 2027. High temperatures tied to the phenomenon could persist until May 2027, affecting agriculture, power generation, and all water resources nationwide. The forecast leaves little room for recovery before the driest months arrive.<\/p>\n\n\n\n

Currently, 11 hydrographic basins across Panama are showing signs of water stress, with rivers running low enough to complicate operations at hydroelectric plants and potable water facilities. The Cabinet Council’s August<\/a> 25 emergency declaration gives authorities additional tools to respond, though officials stress that conservation remains a shared responsibility.
