He also pointed to the Academia SEM program, which trains young Panamanians in English, soft skills, and digital capabilities, preparing them for roles in multinational operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond talent, legal and tax specialists stressed that enforcement capacity matters. Carlos M\u00e1rquez, a tax and legal specialist, said Panama remains an attractive jurisdiction for multinationals because the General Directorate of Revenue has improved its audit processes and data collection. He cautioned, though, that Panamanian policymakers still need to define a clear position on the global minimum tax. Chavarr\u00eda\u2019s call for electronic invoicing and digital filing reflects a broader effort to make compliance measurable. For multinationals, proving substance will involve documentation, local employment, and board activity, not just registered addresses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At stake is a shift in how Panama positions itself in global corporate services.
