Panama has taken a major step to strengthen air security across the region. Officials inaugurated the new Airport Security Academy at Tocumen International Airport on Wednesday. The facility was equipped through a $2 million donation from the United States government.
The academy will operate under the Civil Aviation Authority. Training will focus on specialized personnel through advanced technology and technical instruction. The center aims to boost security standards for Panama and neighboring countries.

Strategic Partnership with the United States
U.S. Ambassador to Panama Kevin Marino Cabrera spoke at the inauguration ceremony. He highlighted the project’s strategic importance for both nations.
“On behalf of President Donald Trump, it is an honor and privilege to accompany our Panamanian partner. We are here to inaugurate a new regional airport security academy, fulfilling our commitment to work together,” Cabrera said. [Translated from Spanish]
The diplomat emphasized Panama’s growing role as a continental air connection hub. He noted the academy solidifies that position.
“Panama has long been the hub of the Americas. Today, with the opening of this modern center, it consolidates its leadership by transforming into the indispensable regional axis so that no one uses the skies to destabilize our region,” Cabrera added. [Translated from Spanish]
The U.S. contribution included advanced inspection equipment and specialized technology. Modern furniture was also part of the donation. The Office of Counterterrorism at the State Department managed the support. Coordination involved the Transportation Security Administration and the International Criminal Investigative Training Assistance Program.
Training for Aviation Security Specialists
Civil Aviation Authority Director General Rafael Bárcenas outlined the academy’s purpose. He said the new facilities will strengthen training for key personnel.
“The modern facilities we inaugurate today will strengthen the training and education of inspectors, Aviation Security (AVSEC) specialists, airport operators, and other professionals linked to civil aviation protection,” Bárcenas stated. [Translated from Spanish]
Bárcenas stressed Panama’s geographic position creates greater security responsibilities. “That position carries a great responsibility. It requires us to maintain permanent vigilance, strengthen our capabilities, and promote a security culture based on excellence, cooperation, and continuous improvement,” he added.
The academy will be managed through the Higher Institute for Aeronautical Professional Training. This institute operates under the Civil Aviation Authority’s umbrella.
Impact on Regional Air Travel
Tocumen International Airport General Manager José Ruiz Blanco highlighted the facility’s daily operations. Thousands of passengers use the terminal to connect with over 90 destinations worldwide. Continuous training and international cooperation remain essential for maintaining high security standards.
The new academy aims to become a reference center for specialized personnel training. It strengthens Panama’s capacity to respond to challenges in an increasingly dynamic aviation industry. The country’s role as a Panama aviation hub demands constant vigilance and innovation.
Panama’s investment in security infrastructure sends a clear message to the international community. The nation is serious about protecting its airspace and passengers. Officials expect the academy to train hundreds of professionals each year. This will create a pipeline of skilled workers ready to tackle emerging threats.
The partnership between Panama and the United States on this project shows deep bilateral cooperation. Both countries share a commitment to regional stability and security. The academy represents a tangible outcome of that ongoing relationship.
